Project includes telecommunications center; crypto vault with backup power and raised computer floors; information systems areas with the raised floors and backup power; range support equipment areas with raised floors, humidity control, and backup power; main entrance, customer service area and an observation room; classified conference room; loading dock; office space, conference areas, rest rooms, break rooms, and computer rooms; and maintenance and storage areas. Supporting facilities include: utilities; HVAC; paving, walks, curbs, and gutters; access roads and parking areas; storm drainage; information systems; handicap access, and site improvements. A proposal consisting only of a management plan, prices and subcontracting plan, in accordance with the solicitation, will be required for evaluation. Estimated Value: $10,000,000 -- $25,000,000. Proposals from large business firms must comply with FAR clause 52.219-9 regarding the requirement for submission of a subcontracting plan. The Fort Worth District subcontracting goals are for specified percentages of the contractor's total planned subcontract amount to be placed with the following: 55% with small business; 8.5% with small disadvantaged business, 3% with women-owned small business, and 5.5% with Historically Black Colleges and Universities and Minority Institutions (HBCU/MIs).
