The U.S. Environmental Protection Agency has a requirement for construction of an Engine Dynamometer Testing Facility within its National Vehicle and Fuel Emissions Laboratory (NVFEL) located at 2565 Plymouth Road, Ann Arbor, Michigan. This new facility will be used for tests conducted under the Partnership for a New Generation Vehicle (PNGV) program which was initiated in September of 1993. Work will consist of demolishing most of two existing test cell rooms and constructing four new PNGV Engine Dynamometer Testing Cells and a Control Room at the NVFEL. The project includes constructing the rooms and installing supporting utilities and architectural features, but does not include the purchase or installation of the major pieces of equipment required for the facility. Work elements will include (1) Removing concrete block and metal panel walls; removing concrete slabs, metal deck, doors and other architectural features; (2) Constructing concrete floor slab; mezzanine floor slab on metal deck; dynamometer foundations; concrete block walls; doors, windows, stairs and other architectural features; (3) Removing and relocating two air compressors and two air dryers; removing old and installing new ductwork, utility piping and process piping; and (4) Removing existing electrical receptacles, switches, fire protection equipment, panels, starters, transformers, and lighting; installing new lighting and power for receptacles, dynamometer equipment, distribution panels, and fire protection panels. The anticipated contract performance period is 180 calendar days. The estimated price range is between $500,000 and $1,000,000. The Invitation for Bids will be issued on or about May 29, 1997, with bids due approximately 30 calendar days after solicitation issuance. There will be no charge for solicitation documents. Plans and specifications will be available for inspection without charge at NVFEL in Ann Arbor and at the USEPA Contracts Management Division's offices in Norwood, Ohio.
