Furnish all labor, materials, and equipment necessary to complete the
seismic upgrade installation of Building 24/26 at Coast Guard Support
Center Alameda, Alameda, CA. The work includes, but is not limited to
the following: (A) Removal of all asbestos-containing debris and
associated dust from the crawl space area. (B) Demolition and removal
of building finish work necessary to facilitate access for the
remainder of the work. (C) Furnish and install structural concrete and
shotcrete including all steel reinforcing, sealants, adhesives
anchors, dowels and patching materials and modifications to existing
structure to accept new work. (D) Furnish and install structural steel
including all connections, anchorages, steel shapes and modifications
to existing structure to accept new work. (E) Furnish and install
architectural repaired finishes to match the original condition in
material finish, texture and color. (F) Furnish and install wall
furring to enclose new structural steel bracing at locations on first
and second floors. Paint all walls in rooms where new furring occurs.
(G) Furnish and install new steel doors and frames and wood doors at
interior opening locations on the first and second floors. (H) Furnish
and install flexible metallic conduit, conductors, new junction boxes
and new devices to extend electrical circuits to new furred walls from
existing covered-up partition walls. (I) Furnish and install metal
access doors at new electrical device locations. Estimated cost of this
procurement is between $500,000 and $1,000,000. Drawings and
specifications can be purchased on a first come first serve basis, at
the rate of $25.00 per copy. Phone requests not accepted. Requests by
mail only. Bidder must include payment in the applicable amount by
certified check or money order, payable to "U.S Coast Guard".
Performance period is 120 calendar days after receipt of Notice to
Proceed. Anticipate bid issue date is 10 June 1997. SIC Code for this
procurement is 1542, Small Business size standard is Small if its
average annual receipts for its preceeding 3 fiscal years do not exceed
$17.0 million. THIS IS AN UNRESTRICTED ACQUISITION BEING SOLICITED AND
AWARDED UNDER THE SMALL BUSINESS COMPETITIVENESS DEMONSTRATION
PROGRAM, ALL RESPONSIBLE SOURCES ARE ENCOURAGED TO RESPOND. For

Utilization has programs to assist minority, women owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
Loans are available under the DOT Short Term Lending Program (STLP) at
prime interest rates up to $500,000 per contract to provide accounts
receivable financing. The DOT Bonding Assistance Program enables firms
to apply for bid, performance and payment bonds up to $500,000 per
contract. DOT provides and 80 percent guaranty on the bond amount to a
