Boscovich, 510/535-7278 PRESOLICITATION NOTICE: Furnish all labor,
materials, and equipment necessary to remove two (2) vertical curtain
antennas (antenna numbers 1/3 and 7/9) and one (1) inverted cone
broadcast antenna (antenna number 14/16) and install one (1) rosette
steerable log periodic antenna at Communications Area Master Station
Pacific (CAMSPAC). The work includes, but is not limited to, the
following: (A) Demolish and remove two (2) vertical curtain antennas
(Nos. 1/3 and 7/9), one (1) inverted cone broadcast antenna (No.
14/16), their respective foundations, and associated security fencing
at the CAMSPAC Transmit Site. (B) Furnish and install a new rosette
steerable log periodic antenna (LPA) at the CAMSPAC Transmit site
including installation of new cable, construction of new foundations,
wooden security fencing, and antenna. Estimated range $250,000 to
$500,000. Performance period is 180 calendar days after receipt of
Notice to Proceed. Anticipated bid issue date is 9 June, 1997. SIC Code
for this procurement is1623, Small Business size standard is small if
its average annual receipts for its preceeding 3 fiscal years do not

The Department of Transportation (DOT Office of Small and Disadvantage
Business Utilization has programs to assist minority, women owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
Loans are available under the DOT Short Term Lending Program (STLP) at
prime interest rates up to $500,000 per contract to provide accounts
receivable financing. The DOT Bonding Assistance Program enables firms
to apply for bid, performance and payment bonds up to $500,000 per
contract. DOT provides an 80 percent guaranty on the bond amount to a
