Kyle D. Cones, kcones@ems.jsc.nasa.gov. NASA/JSC plans to issue a sole
source Request for Offer (RFO) for the development of a VME based Fault
Tolerant Parallel Processing System for use in the X-38 spacecraft
avionics system to provide real time redundancy and fault tolerance
among all flight critical computers. This computer redundancy and fault
tolerance must be transparent to the application programs (i.e.
Guidance Navigation and Control (GN&C), Environmental Crew Life Systems
Support (ECLSS), etc.). The hardware/software combination must provide
the following critical Byzantine resilient features to the fault
tolerant flight critical computer system: high-speed data exchange,
processor synchronization/voting, reconfiguration during faulty
conditions, and channel reinitialization and resynchronization upon
transient fault (must be resilient to Single Event Upsets (SEU s)). The
flight hardware and software must be radhardened and reside on
conduction cooled VME (6U) boards. Non-flight hardware will be the
commercial grade equivalent. This procurement is being conducted under
the NASA MidRange Pilot Test Program approved by the Office of Federal
Procurement Policy. NASA/JSC intends to purchase the system from Draper
Laboratories. Draper Laboratories is the only known source identified
with the ability to provide this technology in a radiation hardened,
conduction cooled, VME based product that is adequate for the X-38
redundancy scheme. See Numbered Notes 22 and 26. Interested firms have
15 days from publication on the Commerce Business Daily (CBD) to
submit their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after 15 days without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government not to compete
this proposed contract, on a full and open competitive basis, based
upon responses to this notice, is solely within the discretion of the
Government. All responsible sources may submit an offer which shall be
