Notice of Contract Action for the TASS Production Phase II Program. The
TASS is a portable modular system with building blocks of various
electronic security components. The TASS components are made up of a
combination of developed hardware/software and Commercial-Off-The-Shelf
(COTS) Equipment. The TASS Production Phase II program will consist of
the acquisition, delivery, and integration of TASS hardware and
software, first article test, packaging, training and logistics
support. In addition, TASS upgrades will be implemented to incorporate
technology enhancements that will provide added capabilities. The
Government plans to issue two solicitations (one full and open,
F19628-97-R-0037, and one small business set-aside, F19628-97-R-0052)
for the TASS Production Phase II program on or about 30 May 1997. The
RFP closing date is 30 days after issuance of the solicitation. The
Government intends to award three (3) contracts (one full and open and
two small business set-asides). However the Government reserves the
right to award no contract at all, depending on the quality of
proposals submitted and the availability of funds. All RFP documents
will be released electronically on the Hanscom Electronic RFP Bulletin
Board (HERBB) at the Hanscom AFB World Wide Web Home Page at:
http://WWW.herbb.hanscom.af.mil/. The documents to be released on HERBB
will include drawings FOR INFORMATION ONLY. A MODEM and commercially
available communications software are all that is needed to access
HERBB. Offerors are advised that until RFP release, all documents are
subject to change. An Ombudsman has been appointed to hear concerns
from offerors or potential offerors during the proposal development
phase of this acquisition. The purpose of the Ombudsman is not to
diminish the authority of the program director or contracting officer,
but to communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of the proposals or in the source selection process.

be contacted with issues or problems that have previously been brought
to the attention of the program manager and/or the contracting officer
and could not be satisfactorily resolved at that level, or issues that
