to negotiate on a sole source basis, under the authority of FAR 6.302,
with Berger Instruments, Inc. for a Packed Column Supercritical Fluid
Chromatograph System. The USEPA, Ann Arbor, Chemistry Laboratory has
identified the need to acquire a new Supercritical Fluid Chromatograph
(SFC) to meet the requests for the increased volume of diesel
enforcement sample analysis. The proposed SFC by Berger Instruments,
Inc. is the only instrument currently available on the market that
meets our requirements for analytical capabilities and is completely
compatible with other analytical instruments currently used in
Chemistry Laboratory. Various properties of the gasoline and diesel
fuels obtained using different instruments are merged into a database
to generate complete fuel analysis reports. It is absolutely a must
that a new instrument is completely compatible with other analytical
instruments in Chemistry Laboratory. Since the Berger SFC uses HP
ChemStation to acquire and analyze the data, the same software that is
also used for the other analytical instruments (HP, GC/MSD, HP GC/FID,
and HP GC/OFID) in Chemistry Laboratory, it is the most compatible
system available on the market with the rest of the Chemistry
Laboratory analytical instruments. The SFC Division of the Berger
Instruments, Inc. was previously owned by Hewlett-Packard Co. In order
to analyze the increased volume of diesel enforcement samples
efficiently and in timely manner, it is critical that the new SFC be
not only an instrument with superior analytical capabilities as
described above but also completely compatible with other analytical
instruments in Chemistry Laboratory. THIS IS NOT A REQUEST FOR
PROPOSALS. Sources wishing to be considered must submit documentation
to the office identified above which establishes the ability to furnish
equipment which is fully compatible with the existing SFC system.
Documentation must be submitted within 10 calendar days of publication
