Agency (U.S. EPA) has a need for PM2.5 Monitor(s) based on the
requirements outlined in the draft final single channel Federal
Reference Method (FRM) specifications, which is in 40 CFR Part 50
Appendix L and Part 53. A legally defined FRM may not be specified at
the time of the request for quotation. The intent is for manufacturers
to produce a prototype instrument that meets final draft FRM
specifications with the expectation that the instruments will be
certified FRMs at the time the regulation defining the FRM is enacted.
This regulation is currently scheduled for promulgation on July 19,
1997. The U.S. EPA will evaluate and approve the prototype instruments
based on the most recently developed FRM criteria. The prototype PM2.5
monitors shall meet all specifications for designation of the EPA's
single channel FRM. Evaluation criteria: Bids for the prototype PM2.5
monitors will be evaluated on price and other factors such as the
vendor's demonstrated experience in manufacturing similar PM monitors.
This may include, but is not limited to drawings, specifications,
plans, etc. of previously manufactured particle monitors. Vendors will
also be evaluated on their demonstrated ability to manufacture the
prototype PM monitor by the time lines included in the request for
quotation. This may include, but is not limited to, demonstrating their
ability via a manufacturing plan which addresses time lines,
specifications, etc., that will be used to manufacture the First
Article monitor and any subsequent additional monitors. The Request For
Quotation (RFQ) will be issued approximately June 3, 1997. Quotations
will be due approximately June 9, 1997. The U.S. EPA anticipates making
multiple awards for the prototype PM2.5 first article monitor. The
Government may exercise options against the multiple awards to purchase
approximately 50 prototype monitors from various vendors after First
Article approval. The actual number will be determined at award. This
option includes the delivery of a designation package for the PM2.5
monitors. The SIC is 3829 with a size standard of 500 employees.
Competition is full and open. However, at least one award will be set
aside for a small business. The RFQ will be available via the Internet
World Wide Web at http://www.epa.gov/oam/rtp_cmd. Firms are encouraged
to access the RFQ and amendments via the Internet. If you obtain a copy
of the RFQ via the Internet, it will be your responsibility to
frequently check the same site where the RFQ is posted for any ensuing
amendments. Firms who do not have the capability to obtain the RFQ
from the Internet may submit a written request for the RFQ from the
contact point at the address above. If you receive the RFQ by mail, you
will receive amendments by mail. Telephone and FAX requests will not be
