Smith, 202-283-1351 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is TIRNO-97-R-00051, issued as a request for proposal (RFP). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-45. (iv) The Internal Revenue Service (IRS) intends to negotiate on a sole source basis with CompWare Corporation a contract to acquire below-listed proprietary software, for which CompuWare is the only responsible source. The standard industrial classification code (SIC) is 7372, and the small business size standard for that SIC is $18 million. Written acceptance notification will be provided within 30 days after delivery by the Technical Requirement Personnel. (viii) The provision at FAR 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. (ix) In lieu of applying FAR 52.212-2, Evaluation -- Commerical Items, to this acquisition, the software will be evaluated to confirm compliance with manufacturer specifications, (x) Offeror(s) shall include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. (xi) The Implement Statutes or Execute Orders -- Commerical Items, applies to this acquisition.
