Sources sought for potential indefinite-delivery requirements contract
for receiving and processing orders, and related services, from three
IRS Distribution Centers: 1) Western Areas Distribution Center (WADC),
located in Rancho Cordova, CA, 2) Central Area Distribution Center
(CADC), located in Bloomington, IL; and 3) Eastern Area Distribution
Center (EADC), located in Richmond, VA. The contractor will provide all
necessary management, supervision, personnel, services, transportation,
supplies, equipment and production facilities. The contractor will be
responsible for the design of six different IRS order form types to
accommodate automated processing if necessary, subject to the
Government's prior, and final,consent and approval of each design. Some
of the minimum common fields on each existing form are as follows: name
of individual or entity line, attention line, destination address line,
destination city/state/zip code line, entity identification items, and
items being ordered: forms, instructions, schedules, publications,
kits, check-off blocks and write-in information blocks/lines. Among the
six different order forms, some are color-coded; some of the colors
cannot be photocopied; some can be photocopied. Adequate transportation
arrangements are necessary for each workday's receipt of orders from
WADC, CADC amd EADC, Monday through Friday, excluding federal holidays.
After receipt of each workday's orders, within the next 24 hours, the
data provided in each order shall be transferred into a computer
database, by use of a document imaging system or other method, and then
each order shall be validated and uploaded via 3270 emulation to an IRS
mainframe situated in Detroit, Michigan. Each workday's upload shall be
comprised of ASCII files, delimited to separate fields and records from
validated orders, and depending upon the type of order form. Estimated,
but not guaranteed, aggregate annual volume is approximately from three
to four million orders (most information completed on the orders is
manually printed or is handwritten), requested on six different order
forms. Estimated, but not guaranteed, volume for each of the three IRS
distribution centers is approximately one-third each. There are
approximately 8,000 items which may be ordered, consisting of items
which are listed on each of the six order forms, and then write-in
items which may include items not listed: forms, schedules,
instructions, publications, documents, kits, letters and packages. In
addition to orders IRS receives from taxpayers, while IRS is providing
assistance to taxpayers, IRS also, separately, receives orders in the
mail from taxpayers, tax practitioners, tax assistance volunteers,
employers, other government agencies, banks, post offices and
libraries. Peak-time ordering volumes, during January to April of each
annual period, may account for approximately 60% to 70% of estimated,
but not guaranteed, volumes. We expect any future contract will be for
one base annual period and four one-year options. Interested sources
should submit the following information, in writing, to the IRS
Contracting Officer at the address identified herein, no later than 30
days after the publication date of this CBD synopsis (the deadline
date): 1) technical capabilities and qualifications, including past
performance indicating similar experience, and, at least addressing
proposed work including processes, management, supervision, personnel,
transportation, supplies, services, equipment, production facilities;
2) annual average gross receipts for the preceding three years; 3)
pricing information addressing: an initial annual base period, a second
annual period option, a third annual period option, a fourth annual
period option and a fifth annual period option, and also the aggregate
price for all five annual periods combined; and 4) questions.
Questions, to be submitted in writing and to be received by the
deadline date, may be considered at the discretion of the Government.
