This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number F01600-97-R0012 is issued as a request for proposal (RFP), and will be awarded as a contract using the simplified acquisition procedures. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46. The standard industrial classification is 2711 and the business size standard is 500 employees. This is an unrestricted procurement. The solicitation line item is as follows: A one-year renewal subscription to "Air Force Times" for the Air Force Junior ROTC program. This is a weekly publication that features articles and information relevant to today's Air Force. It provides up-to-date information on existing and proposed changes to the operation and policies of the Air Force. The material contained in the "Air Force Times" permits students to be aware of a wide breadth of national and international events with Air Force and military perspective. The requirement is for 609 copies that will be mailed to specified high schools nationwide and overseas that participate in the AFROTC program. Quantity: 609 subscriptions. Intended source: Air Force Times, 6883 Commercial Drive, Springfield VA 22139. Delivery: F.O.B. Destination to 609 locations (addresses will be provided with purchase order). The provisions FAR 52.212-1, Instruction to Offerors Commercial Items (OCT 1995) and FAR 52.212-4, Contract Terms and Conditions Commercial Items (MAY 1997) apply to this acquisition. There are no addenda to these provisions. The provision at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (AUG 1996) applies to this acquisition. The following FAR clauses cited within that provision are also applicable: 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; 52.222-36, Affirmative Action for Handicapped Workers; and 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era. The provision at DARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (FEB 1997), applies to this acquisition. The following DFARS clause cited within that provision is also applicable: 252.225-7001, Buy American Act and Balance of Payments Program (JAN 1994). The Defense Priorities and Allocations System (DPAS) rating assigned to this acquisition is C9E. The vendor responding to this acquisition should provide the following: A price quote on company letterhead, stating unit price, extended price, F.O.B., prompt payment terms, remittance address, and a completed copy of FAR clause 52.212-3, Offeror Representations and Certifications Commercial Items (JAN 1997). Provision FAR 52.212-2(a), Evaluation Commercial Items (OCT 1995) is included and states: "The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the most advantageous to the Government, price and other factors considered.
