Joint Airborne SIGINT Program Office (JASPO), ASC/RAKP intends to issue
RFP No. F33657-97-R-4505 for the purpose of design, development,
integration and test of one High Band Subsystem (HBSS) Demonstration
Unit (DU), a segment of the Joint Signals Intelligence (SIGNT) Avionics
Family (JSAF) program. Anticipated RFP release date is 30 May 1997. In
accordance with recent Joint Requirements Oversight Committee and
Defense Airborne Reconnaissance Steering Committee decisions, the
objective of the HBSS effort is to provide an advanced SIGINT
capability complying with the Joint Airborne SIGINT Architecture
(JASA)/JASA Standards Handbook for application to one Air Force
platform type. The HBSS will be a suite of modules configured to
perform the SIGINT collection mission with specified operational
capabilities over a broad frequency range. To meet program goals, the
period of performance for this effort is 41 months (based on a 1
November 1997 award). Projected funding for this effort is limited to
$29.6 million. The Government plans to award a sole source follow-on
contract for 16 production units to the HBSS DU developer. Much of the
architecture, technology and functionality to be pursued in this
effort was prototyped in the High Band Prototype (HBP) program. A spare
HBP system integration unit can be made available after July 1998. In
response to A Market Survey posted in the CBD 12 Mar 97, (CITE: W-071
SN 0414467), several sources were deemed qualified to meet the
published requirements. These qualified sources reviewed available
requirements documents and have provided responses to the DRAFT RFP.
The following potential contractors, identified here for the purposes
of providing subcontracting opportunities, will receive the formal
solicitation: Hughes Aircraft Sensor and Communications Systems, Los
Angeles CA; Lockheed Martin Missiles and Space Data, Development and
Dissemination, Littleton CO; Raytheon E-Systems Garland Division,
Dallas TX; Sanders, A Lockheed-Martin Company, Surveillance Systems
Division, Nashua NH, and TRW Systems Integration Group, Sunnyvale CA.
Other responsible sources may request a copy of the solicitation by

and may submit a proposal which will be considered. Portions of the
solicitation are classified at the TS/SCI level. The solicitation will
only be sent to those sources that meet the Government's security
requirements including appropriate personnel/facility clearance(s) and
storage capability to the TS/SCI level. To receive a copy of the

Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
