(206) 527-5848 RFQ WASC-7-1312 issued to provide reports/statistical
analysis of marine mammal bycatch in gillnet fisheries. Contractor will
analyze gillnet observer data, estimate annual marine mammal mortality
in gillnets, and prepare technical reports to document same. Gillnet
data will be provided to the contractor. Data on gillnet mortality
contains confidential information and cannot be removed from the
National Marine Fisheries Service office in La Jolla, CA. Consequently,
it is expected that much of the work will be done on-site in La Jolla.
Statistical analyses and multivariate analyses are to be performed
using S-PLUS on an SGI Challenge-L mini-computer running Unix OS.
Contractor must be familiar with PC-based and UNIX-based computer
systems using the S-PLUS statistical programming language. Contractor
should also be an expert at applying ratio estimators and bootstrap
variance estimation techniques. It is anticipated that a PhD level or
equivalent will be performing the work under this contract. Period
ofperformance will be from date of award with final report submitted by
9/15/98 (suitable for publication in a peer-reviewed scientific
journal). This is a simplified acquisition with an estimated value of
