The United States Air Forces in Europe is soliciting proposals on a full and open competitive basis from qualified sources to award a base operations and maintenance services contract at Incirlik, Izmir and Ankara, Turkey. The contractor will be required to perform program management; civil engineering; base services; transportation services, including motor vehicle management and maintenance, and traffic management; base supply; transient alert and aerospace ground equipment maintenance; office machine repair and administrative services and clinic housekeeping. The offeror must possess or acquire prior to award of contract a U.S. Secret clearance. A cost-plus award fee type contract is contemplated. The period of performance shall be one (1) basic period and four (4) one-year options. A 3-month phase-in is projected beginning 1 August 1998. A draft Request for Proposal (RFP) will be released on or about 31 May 1997. Projected issuance date of the RFP is on or about 21 July 1997. Submission of proposals is anticpated for 1 October 1997. Solicitation documents will be provided to offerors on 3.5" 1.44 meg disk media in Microsoft Word 7.0 format or hard copy. Payment of a fee in the amount of US $ 50.00 is required in form of a cashier check payable to US Treasury. No verbal request for the solicitation package will be accepted.
