(IDIQ) CONSTRUCTION CONTRACTS FOR NORTHERN CALIFORNIA SOL 96-6532,

procurement is for one solicitation resulting in the award of three
Indefinite Delivery Indefinite Quantity (IDIQ) construction contracts
to the responsible proposers whose proposals, conforming to the
solicitation, will be most advantageous to the Government resulting in
the Best Value considering price and other factors. The type of work
is renovation and repair work, demolition, seismic retrofit, hazardous
material abatement, site improvements, some design-build. The work
will take place primarily at various locations in Northern California
to include but not limited to Travis Air Force Base, Beale Air Force
Base, Onizuka AFS, Naval Weapons Station, Concord and NPGS Monterey.
Additional work may be added from Central California and Nevada. The
Government reserves the option to include work outside the geographic
area due to urgency. Projects assigned to these IDIQ contracts will use
the Solution Order Concept (SOC) approach to scope and price the work
under subsequent delivery orders. After award of the initial contracts
to the three contractors, they will compete for subsequent delivery
orders based on lowest price/technically acceptable offer. Each of the
three contracts will be for one base year with two option years. The
total three year estimated construction cost for all three contracts is
$15,000,000 each. Construction schedules will be determined for each
project at the issuance of each delivery order. The initial three
contracts will be awarded based on "Best Value" using criteria outlined
in the solicitation. Only one contract will be awarded to each
contractor. The award of the three contracts will meet the minimum
guarantee of $50,000. There is a minimum guarantee of $50,000 for each
of the contracts for each of the two option years. All three
contractors will competitively propose on subsequent delivery orders.
These subsequent projects will be non complex repair/renovation work on
small scale new building. They will be scoped and the work defined in
the following manner: 1) full plans and specifications; 2) definition
plans and specification; or 3) contractor technical proposals. The
requirements of future delivery orders will be scoped by the
Government/contractor teams in on-site proposal meetings to develop a
mutually agreed upon statement of work. Each delivery order will be
firm fixed price with specific completion dates. All three contractors
will be required to participate in all delivery order walk throughs
and to submit a proposal. Failure to participate responsibly in
delivery orders may result in the Govnerment not exercising the option
years. Unacceptable performance may also be cause for not excercing
the option years. Only the three selected contractors will be permitted
to propose on subsequent delivery orders. No protests to the award of
future delivery orders will be allowed. The three initial contracts are
firm fixed price. The standard industrial code is 1522 and the related
small business standard is $17,000,000. This procurment is
unrestricted. Plans and specifications will be available on or about 30
May 1997. The three initial Requests for Proposals are: 1)
N62474-96-R-6532, Seismic Upgrade and Miscellaneous Repairs, Naval
Weapons Station, Concord, California. The work consists of new doors
and frames, built-up roofing, seismic reinforcemnt, plumbing, air
conditioning, miscellaneous electrical and hazardous material
abatement, etc. Estimated cost is between $100,000 and $250,000. 2)
N62474-96-R-6211, Interim Squad Operations/Site Restoration, Travis Air
Force Base, Fairfield, California. The work consists of demolition of
existing utilities, removal of existing aggregate base and concrete
pavers, regrading new storm drainage, landscape/irrigation, exterior
lighting, concrete walkways and exterior furnishings, etc. Estimated
cost is between $250,000 and $500,000. 3) N62474-97-R-1587, Repair
Exterior Jet Engine Maintenance Shop for Building 16, Travis Air Force
Base, Fairfield, California. The work consists of interior and
exterior remodeling of existing steel hangar structure to include
structural steel, aluminum door and windows, interior finishes,
modification of existing mechanical/electrical, wet pipe fire
protection system, expand existing parking area and abatement of
hazardous material, etc. Estimated cost is between $1,000,000 and
$5,000,000. Interested proposers may request a set of this solicitation
