324-5821 This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. The
announcement constitutes the only solicitation; bids are being
requested and a written solicitation will not be issued. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular (FAC) 90-45. This
solicitation is under the Simplified Acquisition Procedures (SAP) for
Small Business-Small Purchase Set-Aside. The Standard Industrial
Classification is 3663, and the Business Size Standard is 750
employees. This will be a Firm-Fixed price contract for twenty (20)
VM3, Phone line Video Transceiver with/PCMCIA 33.6K modem and
twelve(12) VM3 Remote Control, "Brand Name (ViewCom) or Equal" that
meets the following salient characteristics: System Specifications:
Video Inputs -4 cameras, 1 volt p.-p composite video, 75 ohm
termination NTSC (color or monochrome); Output -- 1 volt p-p composite
video, 75 ohm termination, NTSC; Resolution 320H x 240V x 24 bits full
frame; Display Modes -- full screen and quad; Audio: Simultaneous audio
capture in digit mode, full and half duplex; Communications Interface:
(1ea.) RS232C port V24 up to 115.2 Kbps; (1ea.) Infrared for remote
control; (1ea.) PCMCIA port for modem/ISDN I/O; VM3 comes with a
33.6Kpbs PCMCIA modem; Transceivers must be compatible with the
ViewCom, VM3s, which are currently being used by FBI; transceivers
should be capable of operating on 12 volts DC and be small enough to be
installed in a Hoffman box (concealment) with a camera, lens and
pan/tilt unit; Processing: JPEG compression/decompression standard, 3
to 7 images per second; Alarm Inputs: 4; Auxiliary Outputs: 4; Physical
Characteristics: 6.3" x 9.45" x 2", 12 VDC; the system must be a
dedicated video phone line transceiver which cannot be user altered;
the system can't be a personnel computer based -- Warranty Period one
year -- System Life three (3) years, the remaining two years subsequent
to equipment warranty will require an estimated annual cost based upon
five percent of the original equipment cost to calculate maintenance
and upgrade funds required over the systems life of this equipment --
Destination-FOB -- Delivery FBI, Engineering Research Facility,
Quantico, VA -- All bids shall be submitted to the address listed above
no later than 4:00p.m. DST, June 6,1997, and be clearly marked with RFQ

Also, all potential bidders are hereby notified that due to security
requirements, Federal Express, D.H.L., UPS, ETC, deliveries for the FBI
Headquarters facility are now received at an off-site location.
Therefore, the normal response time of 15 days has been extended to 20
days. The FBI has allowed five (5) extra days from the release of this
CBD synopsis/solicitation for receipt of a bid. Bidders are hereby
notified that if your bid is not received by the date/time and at the
location specified in this announcement, that it will be considered
late. Each offeror shall include a completed copy of the FAR provisions
at 52.212-1 Instructions to Offerors -- Commercial Items (October
1995); clause FAR 52.212-2 Evaluation- Commercial Items (October 1995);
clause FAR 52.212.3 Offeror Representation and Certifications --
Commercial Item (June 1996); clause FAR 52.212.4 Contract Terms and
Conditions -- Commercial Item (August 1996) is incorporated by
reference and apply to this acquisition. Technical acceptability will
be determined solely on the content and merit of the information
submitted by the offeror in response to this notice. Fax proposals will
be accepted at (202) 324-8031, proposals must state name, address and
solicitation number. A technically acceptable proposal must clearly
show that the offeror can meet the minimum requirement of the
