synopsis/solicitation for a commercial item prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; offers are being requested and a written
solicitation will not be issued. Solicitation number OSIA01-97-Q-0015
is being issued as a Request for Quotation (RFQ) in accordance with FAR
Parts 12 and 13. The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
90-45. The solicitation contains the following Contract Line Item
Number (CLIN) 0001: Two (2) each Portable Video Probe Systems in
accordance with the following specifications: The video probe system
shall be field portable and weigh no more than 35 lbs. Including the
carrying case with all accessories and power source. The video probe
system shall have a battery operated capability. The system should
contain a minimum number of components for operation. The system shall
be designed to provide for the camera at the end of the probe device
and shall provide magnification from 10X through 50X with a 50 degree
through 180 degree field of view capability as a minimum and provide
for all-way articulation. The field of view range may be provided by a
one-piece tip or through a combinatin of interchangeable forward view
tips and side view tips. If the field of view of range is provided
through interchangeable tips, the interchangeable tips shall have a
positive locking mechanism and shall not increase the probe diameter.
The diameter of the probe shall be no less than 5mm and no greater than
6.5mm while the length of the probe shall be no less than 5 meters and
no greater than 5.6 meters. An electronic articulation capability is
desired. The video probe system will be utilized in harsh application
environments and the insertion tube shall be able to withstand the
harsh environment while maintaining limited articulation at 0 degrees
centigrade. The system shall come equipped with a monitor with color
LCD and the capability to be held and operated with one hand. The arc
lamp used with the system shall provide a high intensity light with
minimum output of 1800 lumens and a color temperature of 5000 K
degrees. The Government requires delivery of CLIN 0001 no later than 28
Jun 1997. FOB terms of the resultant order will be FOB Destination to
On-Site Inspection Agency, Dulles IAP, Washington, DC. Inspection and
acceptance of system by Government personnel shall take place at
destination. The provision at 52.212-1, Instructions to
Offerors-Commercial, applies to this acquisition. The Government will
award a purchase order resulting from this solicitation to the
responsible offeror whose offer conforms to the specifications. The
following factors shall be used to evaluate offers: (1) the extent the
system meets the aforementioned system specifications; and (2) price.
Interested parties shall submit offers in writing, including price and
system technical specifications, to the On-Site Inspection Agency,
Attn: Shirley Alexander, 201 W. Service Road, P.O. Box 17498,
Washington DC 20041-0498. The date and time for receipt of offers is 6
Jun 1997 at 2:00 EST. Facsimile transmissions are acceptable and
should be submitted to (703) 810-4675. Facsimile transmissions shall
include all technical documentation to support the system's capability
to meet the Government's technical specifications. Written quotations
shall include the following Contractor Identification Numbers: (1)
Commercial and Government Entity (CAGE) Code; (2) Data Universal
Numbering System (DUNS) number; and (3) Taxpayer Idenetification Number
