The meter must meet the following criteria: 4-quadrant solid state meter that directly measures +/- Kwh and +/- Kvarh, Calculates kVAh,kVA, powerfactor,demands. Transformer rated class 10; form 9 120Vac, 3-element; available in socket, A-base, switchboard, rack mount, and NEMA enclosure. Digital display with normal and test mode. Must have internal modem for remote reading and RS-232 inputs. Meter requires protocol DNP 3 for SCADA and a I/O board with at least 4 form C outputs.
