This procurement will be accomplished using Two-Step Sealed Bidding. Closed Circuit Television Security Surveillance System for Camp Shelby, Mississippi shall consist of "state-of- the-art" equipment. The system shall include all equipment and installation for a monitoring station; automatic gates with audio and video capabilities; surveillance monitoring at the Ammunition Supply Point and the Range Control Warehouse. Step one: The government will issue a Request for Technical Proposals to all interested parties on or about June 3, 1997. The request will include the Performance Work Statement and Drawings/Maps. Technical proposals submitted should include no pricing or cost information. A pre-proposal conference / coordinated site visit will be scheduled approximately two weeks after the Request for Technical Proposals has been issued. The evaluation criteria used to determine the acceptability of technical proposals is listed in descending order of priority as follows: 1) System design; 2) Use of Equipment, Installation and Construction Materials; 3) Qualifications, Experience, Location of Contractor; 4) Compliance with Performance Work Statement; and 5) Attendance at Pre- Proposal Conference. Only bids based on technical proposals determined to be acceptable, either initially or as a result of discussions, will be considered for award and each bid in the second step must be based on the bidder's own technical proposal. Offerors should submit technical proposals that are acceptable without additional information or explanation. The Government may make a final determination as to the acceptability solely on the basis of the proposal as submitted. The Government may proceed with the second step without requesting further information from any offeror. However, the Government may request additional information from offerors of proposals that it considers reasonably susceptible of being made acceptable and may discuss proposals with their offerors. Step two: All offerors submitting acceptable technical proposals shall be requested to price their proposals. Bids will be due in the Contracting Office 7 days after requested. Numbered Note 1 applies to this procurement. The Standard Industrial Classification (SIC) Code is 3663. The applicable Small Business size standard is 750 employees.
