National Data Buoy Center (NDBC) intends to negotiate only with Gill
Research and Development, Ltd. of Lymington, Hampshire, England for 2
each off-the-shelf Gill Windmaster 3-axis sonic anemometers modified to
meet NDBC specifications. The minimum requirements of the smart sonic
anemometer are as follows: Sustained wind speed measuring range 0.5 to
70 meters per second; wind direction measuring range 0 to 360 degrees;
must survive exposure to 82 meters per second wind gusts of 5 second
duration; operating temperature range -40 C to +60 C with no
degradation in performance following exposure to non-operation
temperatures of -50 C to +75 C; electrical power consumption 90ma or
less at 12vdc; measure three components of wind velocity vector to
compensate for buoy tilt motion; 2 or more years of proven performance
in field; reference wind direction measurements to magnetic north
using built-in compass; no moving parts and entire anemometer assembly
hermetically sealed. Anemometer system must be capable of operating
continuously (24 hours a day) for a minimum service life of 10 years.
Options for up to 100 units to be exercised within 18 months. FOB
