SOL 523&&&-9705-0001 POC Contract Specialist CPT Ed Langwinski (817) 288-9595, Contracting Officer Ted Panknin (817) 288-1305 (Site Code DATM01) The Government intends to issue a Sole Source Indefinite Delivery Indefinite Quantity (IDIQ) contract to Advanced Countermeasures Systems (ACMS), 9838 Old Placerville Road, Sacramento, CA, 95827-3560, a small business, for instrumentation development support. ACMS designed and developed two unique, one-of-a-kind instrumentation capabilities known as the Improved Field Data Collectors (IFDC), along with two preplanned product improvements (P3I), and the Covert Remote Electronic Warfare Simulator (CREWS). The Government presently owns 103 IFDC/P3I units and has additional product improvements forecast over the next five years. The Government projects purchasing approximately 600 of these units over the course of the next five years and may require changes to those units as well. The Government does not own adequate technical data packages, and in compliance with DOD policy, does not intend to expend funds for technical data packages associated with the upgrades. Therefore, the scope of the proposed contract will utilize ACMS services for system development/P3I and related instrumentation issues. See Numbered Note 22. (0136)
