PLEASE PHONE. This contract action is for services for which the
Government intends to solicit and negotiate with only one soure using
the Simplified Acquisition Procedures of FAR Part 13: the Contractor
will assist the EPA's Energy Star Office Equipment Program in
recruiting retailers to participate in a nation-wide program to promote
high efficiency computers, printers, and copiers, etc. The contractor
will contact the top 25 retailers of office equipment to determine
interest, attempt to persuade them to participate in the program, and
meet with them if it is conluded they are potentioal partners. The
Contractor will develop a recruiting packages consisting of an
introductory letter, an informational brochure, and copies of relevant
program materials. Each of the top 25 retailers will receive the
recruiting package, followed by a phone call, and a personal visit if
warranted. The deliverables are one monthly report describing status of
partner acquisition and the activites undertaken by the contractor in
recruiting partners. Initial contacts will be mde with five retailers
per month. This report will be provided to EPA by the last business day
of the month. The contractor shall submit copies of promotional
packages developed for retailers. Copies will be provided to EPA within
one week of delivery to retailers. The contractor will produce a final
report detailing contact efforts with each of the top 25 consumer
electronics retailers. The contractor will also include in that report
a complete list of contact names for each retailer. The contractor
will submit copies of any completed partnership intent agreements that
are signed and these copies will be provided to EPA on the last
