27222 Contract Specialist, Debra_McLean@ntsc.navy.mil. The Naval Air
Warfare Center Training Systems Division (NAWCTSD) has identified a
potential requirement for research and development services which
encompass basic research, applied research, advanced development,
prototype development, and technology transfer in areas such as
simulation and training technology, individual and team training
methodology, human cognition, performance measurement, tactical
decision making, shipboard embedded training, sensor simulation,
optics, weapons simulation, aircrew training, and virtual environment
technology. A draft Statement of Work (SOW) and this CBD announcement
are available via the Internet at NAWCTSD homepage address
"http://www.ntsc.navy.mil" (look under "Request for Proposal" or
"Sources Sought Notices"). The SOW and CBD announcement files (MS WORD)
are PC compatible; users with other systems may have problems
interpreting the files. A hard copy of the SOW will not be issued at
this time. Additional documentation and information will be added to
the NAWCTSD homepage as it becomes available. Interested and qualified
concerns are invited to submit written responses to this notice by 20
June 1997. Electronic responses should be sent to Debra_
McLean@ntsc.navy.mil. Responses should include, as a minimum, the
following information: (1) Narrative description of current and
previous research programs and tasks performed that relate to the
research and development areas mentioned above; (2) Specific technical
expertise in the research and development areas mentioned above; (3)
Technical and managerial qualifications (experience, facilities,
staffing, etc.) to include experience in research and development
related to Naval training and simulation technologies; (4) Past
performance and experience on Government contracts of like or similar
nature; (5) Proposed teaming arrangements; (6) Whether your company
intends to bid as a prime or subcontractor (discuss work that will be
subcontracted and indicate prospective subcontractors that will be
utilized); and(7) The size or status of your company or team based on
SIC Code 8711 and the related small business size standard of $20M.
Interested parties are also encouraged to submit comments relative to
the draft SOW. The Government estimate for this projected 5 year
contract currently does not exceed $20M. This announcement does not
constitute a request for proposal, but is solely for the purpose of
planning by surveying the market for qualified sources interested in
the above potential requirement. No formal solicitation is available at
this time. The Government reserves the right to set this potential
procurement aside for small business or offer it to the 8(a) program.
