The Fleet and Industrial Supply Center (FISC) Norfolk Det Philadelphia intends to acquire through full and open competition, non-personal services associated with international requirements of the United States and the foreign countries participating in the Security Assistance Training Program. The services will include but not be limited to the following: educational and training services; training implementation; engineering and technical services; logistics; management assistance, consulting and facilitation services; training liaison; special mission personnel and transportation support services. The services will be performed for the Naval Education and Training Security Assistance Field Activity (NETSAFA) international training school located in Pensacola, FL. The basic contract period will begin on or about 1 February 1998 and end 31 January 1999. Four additional option years are also anticipated. The required labor categories are expected to include Program Manager, Senior Instructional Developer, Class 1, 2, and 3 Instructors, Logistics Specialist, Technical Subject Matter Expert, Pilot/Instructor and WSO Instructor for a total of approximately 64,480 man hours for the base year. A cost plus fixed fee level of effort contract is anticipated to result from this solicitation. All responsible sources may submit a proposal which shall be considered by the FISC Norfolk Detachment Philadelphia. The solicitation will require the submission of cost/price and technical proposals. Award will be made to the offeror whose proposal represents the best value to the Government considering both Technical and Cost. Technical will be considered more important than cost.
