FERC requires reporting services to begin on or about October 1, 1997. The contract period is one year base and four single year options. The reporting services are required for the FERC proceedings within the Washington, DC area and at various other locations outside the Washington, DC area. The Administrative Law Judge (ALJ) hearings at the FERC are multi-party proceedings. Sometimes one hundred or more parties are involved. It is the norm to have at least fifteen parties. It is common for the FERC to have as many as seven hearings running simultaneously and, on occasion, there are as many as ten. The proceedings will be recorded with either stenotype or stenomask equipment. When requested by the presiding Judge, the court reporter will provide real time transcription. Delivery of transcripts is required by 8:30 am the day following the hearing or conference. Offerors will be required to propose a concession fee per page sold to be paid to the FERC in consideration of receiving the exclusive right tosell copies to the general public within ten days of the hearing or proceeding at established rates. The Request for Proposals will be issued on or about June 15, 1997.
