The Agency for Health Care Policy and Research seeks to contract for
the development and implementation of a National Guideline
Clearinghouse (NGC) that will be a comprehensive electronic repository
for clinical practice guidelines and related materials. The functions
of the NGC will be four-fold: 1) make widely available, through
Internet access and HyperLink to other electronic access points, a
comprehensive relational database of abstracts and, where possible,
full-text clinical practice guidelines; 2) describe attributes of
individual clinical practice guidelines contained within the database;
3) compare and contrast clinical practice guidelines on similar
topics; and 4) make available other guideline-related material,
including products from AHCPR supported Evidence-based Practice
Centers. The Contractor will address six significant challenges in the
development of a National Guideline Clearinghouse: 1) identify the
major audiences for a National Guideline Clearinghouse and their unique
needs; 2) provide an electronic platform for constructing the National
Guideline Clearinghouse that is both versatile and expandable so that
it can accommodate the varied needs of National Guideline
Clearinghouse users while allowing for expansion as the need arises; 3)
identify clinical practice guideline developers and solicit and collect
a comprehensive accumulation of clinical practice guidelines; 4)
abstract individual clinical practice guidelines; 5) compare guidelines
covering similar topic areas listing major interventions addressed and
areas of agreement and disagreement; and 6) develop a taxonomy scheme
for easy searching and retrieval of guidelines contained in the
database. No telephone requests for the solicitation will be honored.

copy of the prototype will automatically receive a copy of this
solicitation. It is expected that this solicitation will be made
available on or after fifteen (15) days from the date of this synopsis.
