POC Doreen A. Rosemond, Contract Specialist, (703) 814-4910. The
Federal Bureau of Investigation (FBI), Laboratory Division, intends to
negotiate a sole source contract with Mr. James Forshey of Manassas,
VA, for cryptanalyst forensic examiner services. The contractor shall
serve as an examiner instructor, resource development trainer, examiner
advisor, and expert witness in the field of clandestine document
examinations and Title III interceptions and shall present court
testimony. The contractor shall possess at least fifteen (15) years of
experience as a cryptanalyst forensic examiner, trainer or supervisor
in a law enforcement laboratory and shall be knowledgeable about FBI
and American Society of Criminal Laboratory Directors (ASCLD) policies
and procedures. All work shall be performed at the FBI Laboratory
Division in Washington D.C. or at sites where specialized training is
being provided. A top secret security clearance is required. The
contractor shall provide services for a base year and two (2) option
years. All work will be performed using governmentprovided materials,
equipment and other required sources. This notice of intent does not
request competitive proposals. Interested parties wishing to respond to
this notice must submit proof of (1) their expertise in the field of
cryptanalyst forensic examinations, examiner instruction, resource
development training, and examiner advising, (2) their qualification to
function as an expert witness in the field of clandestine document
examinations and Title III interceptions, and (3) their knowledge of
