The Ballistic Missile Defense Organization (BMDO), plans to issue a modification to increase the maximum direct labor hours on contract line item number (CLIN) 0002 of contract HQ0006-97-C-0004 which was awarded using full and open competition to Nichols Research Corporation, Huntsville, AL, on December 1, 1996. The contract supports the information Systems Directorate of the BMDO Program Operations Deputate. CLIN 0002 is an indefinite delivery, indefinite quantity, task order, cost-plus-award-fee CLIN on the Management Support System (MSS) program support contract. CLIN 0002 supports MSS by providing a vehicle to accomplish MSS integration/engineering projects during the contract life. Projects such as modernization of the Support and Programmatic Integrated Management System (SPIMS), intranet/internet related work, and the Document Management/Workflow System (DMS) are examples of work supported by this CLIN. This increase was required because of the unanticipated surge in demand for internet and intranet capability and the integration of the BMDO DMS. Due to the difficulty which would be attendant with having two contractors support the same system and the determination that pursuing competition would result in an unacceptable delay in providing the required MSS, full and open competition is not considered appropriate for the additional effort. Therefore this modification is being awarded pursuant to 10 U.S.C 2304 (c)(1), only one responsible source and no other supplies or services will satisfy the agency requirements.
