Market Survey only. No solicitation is available at this time. Andrews
AFB is seeking sources interested in providing Library Services. Firms
having interest in providing these services must submit a capability
statement, including experience, points of contact of current or past
contracts for library service. A summary of the Library Service is as
follows: The contractor will operate and maintain the Andrews AFB
Library. The contractor shall provide all personnel, equipment, tools,
materials, supervision, and other items and services necessary to
perform general library services except for those identified as
government provided. Services for the Andrews Base Library will include
technical services such as automated circulation, interlibrary loan,
reference, cataloging, collection management, acquisitions, and
bibliographic search. Services are provided in support of the mission
requirements of all organizations and offices on Andrews AFB and those
logistically supported by Andrews AFB. Thereare currently 62 such
offices which have active accounts for book and periodicals support.
Services are also provided in support of the educational,
informational, and general reference needs of the entire Andrews AFB
community. Educational support includes both Professional Military
Education and voluntary education courses. Service hours include days,
evenings and weekends. Library programming includes all age groups,
general and special interest groups, and all educational levels
(preschool through doctorate). Collection size is approximately 38,174
items with 34,486 books, 2,829 audiovisual items, 316 subscriptions,
70,960 microform items, 26 CD-ROM items, and 23 software programs
including Novell Network. Annual circulation of materials is
approximately 48,176. The number of interlibrary loan transactions for
FY 96 was 10. The number of reference questions answered was 3,630.
Some specific tasks to be performed include the following: supervising
library and information services to meet customer needs; preparing
budgets and managing financial resources; administering central
appropriated funds as directed in the Central Procurement Guide issued
by HQ AFSVA/SVPAL; developing and updating a 5-year strategic plan
which incorporates pertinent goals listed in the Air Force Library
Long-Range Strategic plan; training library staff; developing market
plan; maintaining current plans for collection development, automation,
and training; maintaining current operating instructions, continuity
notebooks, and policy manuals; coordinating library facility
construction, renovation, or rehabilitation plans with the Command
Librarian to ensure compliance with DOD Military Handbook 1190; and
timely submission of the Library Annual Report to the Command Librarian
each year. All tasks shall be performed in accordance with applicable
DOD, Air Force, MAJCOM, and base directives. Additionally, the
contractor will be required to interface with a number of outside
contractors such as Baker and Taylor, EBSCO Publishing,
SubscriptionsUnlimited, Shawnee Library System, Ameritech, and The
