COMMERCE BUSINESS DAILY ISSUE OF MAY 20,1997 PSA#1849DRAFT BASIC AGREEMENT FOR RETAIL ELECTRICITY The Defense Fuel Supply
Center (DFSC) is seeking to enter into Basic Agreements (see Federal
Acquisition Regulation [FAR] Part 16.702) with potential suppliers of
retail electricity, ancillary services, and incidental services for
delivery within the following North American Electric Reliability
Council (NERC) regions: Northeast Power Coordinating Council (NPCC),
Mid-Atlantic Area Council (MAAC), and Western Systems Coordinating
Council (WSCC). As the restructuring of the electricity industry
proceeds, DFSC is planning to enter into Basic Agreements with
potential suppliers within each NERC region. The competitive
procurement of electricity is currently under study by both the
Department of Defense (DOD) and the General Accounting Office.
Currently, DFSC has no direct mission to procure electricity for DOD
activities. Furthermore, no specific requirements have been identified
for any DOD installation. However, in view of the changing regulatory
environment, the execution of Basic Agreements affords DFSC the best
opportunity to meet future installation electricity requirements, if
requested to do so, through award of definitive contracts using
existing Basic Agreements DFSC has issued a draft Basic Agreement for
industry comment and will be holding an industry forum on May 30, 1997
to obtain comments and suggestions from those who are interested in
entering into Basic Agreements with DFSC. The meeting will be held at
DLA Headquarters located at Fort Belvoir, VA. To obtain a copy of the
