Davis, Contracting Officer (703) 681-0642 Nonpersonal services to provide aircraft, maintenance and support operations to operate and maintain Contracted Flight Services providing (1) electronic attack (EA) targets; (2) non-electronic attack targets; (3) live fire target towing; (4) airborne target drone launching; and (5) airborne range safety service; satisfying DoD training and test support requirements as directed. The scope includes simultaneous operation and maintenance of flight services supporting formal syllabus and continuation training CONUS and multiple overseas operating locations and target support for RDT&E, IOT&E, and OT&E in the CONUS and OCONUS. The Government intends to purchase a minimum quantity of flight hours to meet essential requirements through competitive negotiated procedures. The contractor will need to acquire sufficient quantities of aircraft and trained personnel to accomplish the tasks specified. All EA equipment will be Government furnished and maintained throughout the life of the contract. Highest security clearance level for contractor employees will be Secret. The contractor will be required to operate, maintain, and logistically support their fleet of aircraft prepared as necessary to provide the services. Services to start on or about 1 October 1997. A three (3) year fixed price multiyear contract with two (2), one (1) year Options is projected. The contract action will be accomplished using formal source selection procedures.
