necessary to remove two (2) vertical curtain antennas (antenna numbers
1/3 and 7/9) and one (1) inverted cone broadcast antenna (antenna
number 14/16) and install one (1) rosette steerable log periodic
antenna at Communications Area Master Station Pacific (CAMSPAC). The
work includes,but is not limited to, the following: (A) Demolish and
remove two (2) vertical curtain antennas (Nos. 1/3 and 7/9), one (1)
inverted cone broadcast antenna (No. 14/16), their respective
foundations, and associated security fencing at the CAMSPAC Transmit
Site. (B) Furnish and install a new rosette steerable log periodic
antenna (LPA) at the CAMSPAC Transmit site including installation of
new cable, construction of new foundations, wooden security fencing,
and antenna. Estimated range $250,000 to $500,000. Performance period
is 180 calendar days after receipt of Notice to Proceed. Anticipated
bid issue date is 9 June, 1997. SIC Code for this procurement is 1623,
Small Business size standard is small if its average annual receipts
for its preceeding 3 fiscal years do not exceed $7.0 million. Only

THE SMALL BUSINESS COMPETITIVENESS DEMONSTRATION PROGRAM, ALL
RESPONSIBLE SOURCES ARE ENCOURAGED TO RESPOND. For Minority, Women and

(DOT Office of Small and Disadvantage Business Utilization has programs
to assist minority, women owned and disadvantaged business enterprises
to acquire short-term working capital and bonding assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates up to
$500,000 per contract to provide accounts receivable financing. The DOT
Bonding Assistance Program enables firms to apply for bid, performance
and payment bonds up to $500,000 per contract. DOT provides an 80
percent guaranty on the bond amount to a surety against losses. For
