FACILITIES IN THE SAN JOSE, CA DISTRICT. SOL 052571-97-A-0053 DUE

Purchasing Specialist, (415)794-6336 The U. S. Postal Service is
soliciting proposals for an Indefinite Quantity Contract (IQC) for
Paving projects at various USPS-owned or leased facilities located in
the San Jose, CA District. The contract term will be two years. The
Postal Service reserves the right to make one or multiple awards.
Quantity of work ordered will not be less than $10,000 nor more than
$250,000. The contract contains an option(s) to increase the maximum
dollar value of orders which can be placed to $1,000,000. Multiple
awards may be made. Offerors are required to submit a single multiplier
to be applied to unit prices to determine the value of each work order
issued. The multiplier must contain the offeror's overhead, profit,
bonds, insurance and all other contingencies. No allowance for such
items will be made after contract award. Although price will be a
factor, the award may not be made to the offeror submitting the lowest
multiplier. Evaluation Factors other than price in order to determine
a firm responsible are: (1)A demonstrated track record of successful
performance on paving type of contracts in the San Jose District over
a period of the last 3 years; (2) Adequate financial strength and
resources; (3) Favorable references; (4) Ability of the contractor to
perform on the site, with its own organization, work equivalent to at
least 12 percent of each work order; (5) Qualified personal
superintendent/foreman who will be at the worksite at all times during
progress of each work order with authority to act for the contractor
(6) Ability to start all work orders within 10 days after receipt,
Emergency requests given orally or in writing will be responded to
within four (4) hours by the contractor upon initial notification of
the emergency. Failure to respond within the requested period will be
documented and may be cause for Termination by Default under the
subject contract; (7) Proximity of home office to area being served;
(8) Have a sound record of integrity and business ethnics. The minority
subcontracting goal for this contract(s) will be 10%. Performance and
Payment bonds and evidence of current State of California Contractors
License for Paving projects issued in the name of the
offeror/contractor or principal of the firm must be received within ten
days after receipt of the "Intent To Award" letter. The Postal Service
does not accept individual sureties. There is a non-refundable charge
of $25.00 for a copy of this solicitation. Solicitations can be

order payable to "USPS Disbursing Officer"; note solicitation number on
check. Telephone and Fax requests for the solicitation will not be
accepted. Sealed offers are due by 3:00 PM on June 23, 1997. Offers
will not be publicly opened and all proposal information will remain
