255-2619 Component Improvement Program (CIP) for the F110/F101, F118,
J79 and F100 series of engines. Development System Manager for
Propulsion(ASC/LP) is contemplating a contract for award in December
1997 for engineering and testing support for the General Electric
F101-GE-102, F110-GE-100, F110-GE-129, F110-GE-400, F118-GE-100, and
J79 aircraft engines. Development System Manager for Propulsion
(ASC/LP) is also contemplating a contract for award in December 1997
for engineering and testing support for the Pratt & Whitney
F100-PW-100, F100-PW-200, F100-PW-220, F100-PW-220E, and F100-PW-229
aircraft engines. These contracts will cover calendar years 1998 and
1999. These new CIP contracts are follow-on actions for continued
component improvement. General Electric is the incumbent contractor on
the F110/F101 program and has performed F110/101 CIP for the past
fourteen years. Pratt & Whitney is the incumbent contractor on the F100
program and has performed F100 CIP for the past twenty four years.
Program objectives are to resolve service-related operational problems
and reduce operating costs for the engines. These programs are divided
into tasks that improve engine safety, durability, reliability, and
maintainability while preserving current specification performance.
Formal RFPs are anticipated for release in May, 1997. A sole source RFP
will be issued to General Electric for CIP for the F110/F101, F118, and
J79 series of engines. A sole source RFP will be issued to Pratt &
Whitney for CIP for the F100 series of engines. Authority to issue sole
source RFPs comes from 10 U.S.C.2304(c)(1) and FAR 6.302-1, "Only one
responsible source and no other supplies or services will satisfy
agency requirements." An Ombudsman has been established for this
acquisition. The only purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to communicate his concerns.
Potential offerors should use established channels to
requestinformation, pose questions, and voice concerns before resorting
to use of the Ombudsman. Potential offerors are invited to contact
ASC's Ombudsman (Mr. Michael S. Coalson, ASC/SYI, Bldg 52, 2475 K

ext 232, or coalsoms@sy.wpafb.af.mil. The Ombudsman should only be
contracted with issues or problems that have been previously brought to
the attention of the contracting officer and could not be
satisfactorily resolved at that level. Routine communication concerning
