Service intends to award a purchase order for training on all aspects
of HperABC, acquisition of the software package HyperABC, installation
of HyperABC on the Cost System Management Information System (CMIS)
network server with one year software maintenance and up to forty (40)
hours of senior Activity Based Costing (ABC) support, some of which
may be on-site support at the CMIS Project location at the CNN Building
Suite 650, 820 First Street NE, Washington, DC. The four (4) training
classes on HyperABC are as follows: (1) System Operational Training to
consist of three Consecutive days training which will be hands-on,
highly interactive training in the basics of the software, specifically
tailored to IRS environment to be delivered not later than June 18,
1997. (2) Model Building Methodology -- two (2) consecutive days
training to provide hands-on experience to assist the CMIS team in
doing a basic design of activities, department structures, cost driver,
and cost objects, discussions on the relationship between system
elements will be conducted to be delivered not later than June 20,
1997. (3) HyperPort -- Setup and Utilization Training three (3)
consecutive days training to provide a practical application by having
trainees write HyperPort programs to load actual IRS financial data
into the HyperABC model including, basic and advanced techniques. IRS
CMIS data will be loaded and the use of the validation procedures
provided with the system will be explained, to be delivered not later
than July 2, 1997. (4) HyperLink -- Setup and Utilization Training- two
(2) consecutive days training on report generation utilizing various
reporting tools, including MS-Excel, to be delivered not later than
July 23, 1997. The training will be provided by the contractor at a
location within the District of Columbia's metropolitan area using the
contractor's HyperABC software. The classes shall be conducted during
normal business hours Mon.-Fri., 8:00am-5:00pm EDT. The contractor
shall submit resume of the instructors assigned to provide the training
portion of this requirement with their quotation. The evaluation
criteria on the training classes will be based on price, qualifications
of the proposed instructors, and the ability to meet the dates for the
training. The contractor shall install one (1) copy of the server
(network) version of HyperABC System, to include system documentation
and one seat license in five (5) seat groupings (a seat license will
allow up to five (5) users to access the software at the same time).
The software is to be delivered and installed at the CMIS location no
later than June 20, 1997. The contractor shall provide one (1) year's
software maintenance which will end one (1) year after the installation
date. The contractor shall deliver to the CMIS Project team all file
specifications, including but not limited to; record layouts, field
requirements, and maximum file size, to enable files to be uploaded to
HyperABC. This can be a working document that can be faxed, e-mailed,
hand carried, or any other speedy means of delivery. This document is
to be delivered no later than June 18, 1997. The contractor is to
provide up to forty (40) hours of Senior Activity Based Costing (ABC)
Project Management support some of which may be at the CMIS Project
Team site, to ensure full utilization of all features of HyperABC. Only
time spent working with the CMIS Project Team staff shall be charged
against the forty (40) hours. The support will be provided Mon. through
Fri. from 8:00 a.m., -- 5:00 p.m. EDT. The response time will be one
(1) hour, with either an answer or an estimate of when an answer will
be available, after a request for support is made by the Project Team.
The IRS Contracting Officer's Technical Representative (COTR) will
determine when and if on-site support is required and provide as much
prior notice to the contractor as possible. The COTR's name and
telephone number will be provided upon contract award. The last date
for request for support is no later than September 30, 1997. The
contractor is to submit resumes of the personnel to be assigned to the
Senior ABC Project Management support portion of this requirement with
their quotation. The evaluation criteria for the Senior AFB Project
Management support will be based on price and the qualifications of the
proposed support personnel. The contractor receiving the award may not
remove or substitute the training instructors or support personnel
assigned to this project, whose resumes and qualifications have been
accepted, unless they receive prior written authorization from the
COTR. All responsible sources may submit a quotation which shall be
considered. Quotations shall include a price breakout which identifies
separate prices for the purchase/installation of the software,
software maintenance for one year from the date of installation, each
specific training class identified above, and the skill category(ies)
with hourly rate(s) x the 40 hours for Senior ABC Project Management
support at a minimum. All other proposed costs must be clearly broken
out and identified in the price quotation. The quotations must also
provide FOB point, GSA contract number if applicable, payment terms,
delivery date(s), Taxpayer Identification Number (TIN) if required in
accordance with FAR Clause 52.204-3 (Mar 1994), and business size
status (i.e., large, small, minority, or women-owned) based on SIC Code
7389. No RFQ will be issued for this requirement. Request for such will
not be considered responsive. All questions must be submitted in

Award will be made soon after receipt of quotations to the technically
acceptable offeror providing the lowest overall price. This
