combined synopsis/solicitation for commercial items prepared in
accordance with the Format in FAR Subpart 12.6, supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. II. This solicitation number
MDA220-97-R-0011 is issued as a request for proposal (RFP). III. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular (FAC) 33. IV. N/A. V. A
list of contract line item number(s) is as follows: CLIN 0001;
DESCRIPTION -- MDBS IV end user license (Run Token); QTY -- 301; UNIT
OF MEASURE -- EA; UNIT PRICE -- ; and TOTAL -- . VI. The proposed
acquisition is to purchase proprietary license authority in the form of
Run Token units from Micro Data Base Systems, Inc. (MDBS). Three
hundred and one (301) sets of end user license authority that permits
the exportation of the MDBS IV database management system proprietary
product imbedded in the Uniform Microcomputer Disbursing System (UMIDS)
functional application. This acquisition is required to suppoort
installation of the UMIDS network application with the MDBS IV database
software modules imbedded aboard select U.S. Navy ships, shore
commands, and Army installations in operational mode. The Defense
Finance and Accounting Service (DFAS) intends to contract on a sole
source basis with the Micro Data Base Systems, Inc., 1305 Cumberland
Ave, West Lafayette, IN 47906-0438 for proprietary license authority in
the form of Run Token units. A Justification & Approval will be
processed prior to award. VII. Delivery is to be made FOB Destination
to: Defense Information Technology Services Organization-Cleveland,
Anthony J. Celebrezze Federal Building, 1240 East Ninth Street,
Cleveland, Oh 44199-2055. VIII. FAR 52.212-1, Instructions to
Offers-Commercial Items, is incorporated by reference and applies to
this acquistion. IX. FAR 52.212-2, Evaluation -- Commercial Items, is
incorporated by reference and applies to this acquisition. Paragraph
(a) of FAR 52.212-2 carries the following addendum: The following
factors shall be used to evaluate offers: (1) Technical and (2) Price.
Technical capability is significantly more important than price. X.
Offerors shall include a completed copy of the provision at FAR
52.212-3, Offeror representations and Certifications-Commercial Items,
with its quotation. XI. FAR 52.212-4, "Contract Terms and
Conditions-Commercial Item" is incoporated by reference and applies to
this acquisition and resulting contract. The following terms and
