Columbus, OH 43216-5010 This solicitation is for the establishment and
operation of DOD Crew System Ergonomics Information Analysis Center
(CSERIAC) to be awarded for a three (3) year period with an option to
extend for two additional three (3) year periods. Contractor shall be
responsible for the collection, review, analysis, appraisal, and
summary of the CSERIAC information and data within the scope of the
CSERIAC. Primary users are scientists, engineers, and technicians
engaged in scientific and engineering programs for DOD. Other users
include other U.S. Government Agencies and their contractors and the
Private Sector consistent with security and other limitations on the
Center's information. The CSERIAC shall concern itself with areas of
Crew System Ergonomics technology that are applicable to DoD needs.
These areas include but are not limited to: scientific and technical
knowledge and data concerning human characteristics and their relation
to cognitive abilities and limitations; physiological needs and
tolerances; performance and workload; anthropometry; biomechanical
dynamics and physical strength; and the effects of environmental
stress. It also includes, but is not limited to,the interaction of
these characteristics with information presentation and communication;
display and control design; human-computer interfaces; equipment and
vehicle design; workstation and facility design; work design and
organization; and health and safety. It also includes human factors
engineering and design data concerning equipment intended to be used,
operated, maintained or controlled in sea, land, air, and space
environments. The contractor must have the capability to prepare
authoritative technical reference works including software, databases,
handbooks, state-of -the-art reports, critical reviews, technology
assessments, research directories, abstracts, and indexes. Sources must
have the capability of a full-service Information Analysis Center, with
immediate access on a part-time as needed basis to scientific and
engineering expertise in the range of subjects and disciplines within
the Center's scope of work and whose experts' primary assignments are
research and development in the required disciplines. Defense Supply
Center Columbus (DSCC) intends to release a draft Request for Proposal
(RFP) under solicitation number SPO700-97-R-0602 for the Crew System
Ergonomics Information Analysis Center (CSERIAC) in June 1997 and will
plan to release the final RFP in July 1997 with a closing date
approximately 30 days thereafter. This requirement will be satisfied
using full and open competition procedures. Offers in response to the
solicitation will be evaluated under Source Selection Procedures as
outlined in the Federal Acquisition Regulation (FAR). A ONE STEP
EVALUATED PROCUREMENT with use of ORAL PRESENTATIONS will be used to
streamline the acquisition process. It is anticipated that CONTRACT
AWARD WILL BE MADE WITHOUT DISCUSSIONS. Contract award decisions will
be made afterimpartial evaluation of all factors. A presolicitation
conference will be held on approximately July 11, 1997 at Defense
Supply Center, Columbus (DSCC) to discuss the solicitation effort and
