45th Contracting Squadron intends to negotiate one contract on a sole
source basis with Martech Strategies, Inc. on behalf of the Air Force
Technical Applications Center (AFTAC). The effort will be to develop a
dynamic knowledge-based model, utilizing Martech's unique proprietary
database to portray an analysis and risk assessment of AFTAC's global
electronic transportation layers and their relevance to the U.S.
Comprehensive Test Ban Treaty (CTBT) monitoring mission. The geographic
regions of interest where the model will be applied to demonstrate the
efficacy to the CTBT monitoring mission are Turkey, Spain, Finland,
and Norway. The model will be used to assess several dimensions that
could affect the performance of the U.S. expanding and critical
communication network for monitoring the CTBT. These dimensions
include, but are not limited to, routing options and alternatives,
critical path identification and analysis, critical mode locations
analysis, transport layer functionality, and vulnerability assessment.
Documentation will clarify feasibility and usability for both NDC/IDC
non-classified data/network transport layer and commercial value for
non-CTBT applications. This sole source acquisition is justified under
10 USC 2304(c)(1), only one responsible source and no other supplies
or services will satisfy agency requirements. The SIC code/size
standard for this acquisition is 7371/$18M. Based on Martech's unique
proprietary databases, it has been determined that they are the only
source capable of providing the necessary services. See Numbered Note
