RADIOISOTOPE THERMOELECTRIC GENERATOR DEVELOPMENT, REFURBISHMENT SUPPORT AND FABRICATION DUE 15 DAYS AFTER PUBLICATION, POC Ms Irie Clarke, Contract Specialist (202) 426-0079, Richard Lewis, Contracting Officer, (202) 426-0066 The U.S. Department of Energy (DOE), Headquarters is seeking sources to obtain contractual services for the following: (a) support field operations on High Performance Generator Radioisotope Thermoelectric Generators (HPG MOD-3 RTG) with nominal power (BOL) output of 180 WATTS (e), (b) refurbishment and regassing/safety inspection of HPG MOD-3 RTGs, (c) fabricate and deliver miscellaneous refurbishment spare parts, (d) technical liaison and Integration studies for use of the RTGs, (e) thermoelectric module and RTG component development and testing, and (f) management and engineering liaison and field-operations support, (g) design of RTGs (including heat source) and construction of thermoelectric converters for use in RTGs including required testing and DOE lab support, (h) writing a Nuclear Safety Analysis Report and performing supporting analysis for item "g" above, (i) design and construction of Ground Support Equipment for item "g" above. The following specifications and qualifications pertain to the proposed work -- The performance of the tasks in the Statement of Work requires that the contractor have several program and engineering personnel with DOE ~Q~ secret and special DOD security clearances in order to interface with Department of Defense (DOD) operating agencies and contractors and have access to classified information. DOD controls program clearances and access on an individual and a case-by-case basis. Interested firms must be able to provide the DOD with the assistance they require for normal mission operations (e.g., system studies, RTG performance predictions, handling and integration requirements, safety, etc.), and also be able to respond to emergencies that could jeopardize the mission, RTG or cause a radiological hazard -- Contractor must have available resources to perform tasks in (a) through (i) above -- Contractor must have qualified personnel resources available to perform data measurement, interpretation, and analyses of predicted RTG extended life, performance and application -- Contractor must have knowledge and experience in the design, characteristics, and functional application of terrestrial RTGs in the 5 to 180 Watt(e) power range -- Contractor must have fabricating facilities and experience to fabricate spare components, instrumentation, tools, and equipment to support field operations, as required -- Contractor must have an adequate Nuclear Quality Assurance Program to support this effort -- Contractor must have an adequate radiological program to support the program -- Contractor must have a DOE approved facility clearance to handle classified documents up to Secret level -- Contractor must have in-house facilities to conduct long-term endurance tests and analysis capabilities for an anticipated 9 year period-Contractor must demonstrate at least five years of life time performance testing on converter thermoelectric elements with segmented legs of N-type PbTe/BiTe and P-type PbSnTe/TAGS/BiTe -- -Destination is classified -- Delivery schedule: (1) field support activities: November 1997, as required for years 1998 through 2006, (2) RTG refurbishment: January/February/March 1998, as required for years 1999 through 2006, (3) RTG regassing/safety inspection: August/September 1998, as required for years 1999 through 2006, and (4) RTG Construction: preliminary design review October 1998, final design review October 1999, Safety Analysis Report January 2002, RTG delivery February 2002 and annually thereafter until 2006 -- Intended duration of contract: September 30, 1997 -- September 29, 2006. This is not a request for a formal quotation or proposal but is provided as information to the marketplace and is an invitation for an expression of interest in the performance of all work described. At this time, there is no planned pre-solicitation conference. Responses must identify 01-97NE21501.000 and be received by this office within 15 days after publication of this notice.
