Garcia, Contract Specialist (301) 443-5116 The Health Resources and Services Administration (HRSA) is soliciting proposals in accordance with the Simplified Acquisitions Procedures in Part 13 of the Federal Acquisition Regulations (FAR). The HRSA expects to make multiple awards from this solicitation. AWARDS RESULTING FROM THIS SOLICITATION ARE RESTRICTED TO GRANTEES FUNDED UNDER TITLE I AND II OF THE RYAN WHITE CARE ACT AS OF SEPTEMBER 30, 1996. These are the only entities with access to the proprietary data required to conduct these studies. The purpose of this procurement is to conduct four types of studies that fall into two groups, Group A and B. GROUP A: evaluations that utilize existing data (i.e., demographic, improved access to medications/services, outcomes of medications/services, etc.) and shall (1) examine the association of CARE Act-funded services with clinical and other outcomes for people living with HIV; (2) evaluate the approach accepted by grantees and planning bodies to ensure the development and delivery of culturally competent services (i.e., services that acknowledge, respect, and respond to differences in people's cultural identities and health-seeking behaviors). GROUP B: requires development of models for evaluation and conducting pilot testing; the contractor shall: (1) develop models to analyze how managed care is affecting CARE Act prioritizations, allocation, and service delivery; (2) development and pilot testing models to analyze the effectiveness of Title II care consortia in assessing needs, setting priorities, and delivering services. Federal funds awarded under this solicitation shall not be used to gather data for the above studies except study type B(2). Title I or Title II grantees shall not submit more than one proposal.
