Environmental Protection Agency has a requirement for providing
technical support and performing technical support studies for EPA and
other related programs dealing with air quality and compliance data
[Clean Air Act Section 111, 112, 129, new source review (NSR), Title V,
air toxics, Excellent Leadership (XL), Small Business Assistance
Programs (SBAP), Community Based Environmental Programs (CBEP),
Industrial Combustion Coordinated Rulemaking (ICCR) and Aerometric
Information Retrieval System (AIRS)]. The technical support and studies
shall promote the development, revision, analysis, and review of
various programs, including Regulatory/Air Quality/Data Base
Assistance, Compliance, Air Planning Analyses, Assistance/
Assurance/Enforcement Programs, Operating Permits, Implementation
Activities, Education/Outreach and Information Transfer. The will be
expected to provide reports/studies in a comprehensive and technically
accurate manner, yet concise and understandable. These reports/studies
will generally undergo public scrutiny; therefore, must be sound and
defensible. EPA anticipates the award of a cost-plus-fixed-fee level of
effort type contract for a potential total of 90,900 labor hours
consisting of a base requirement of 25,300 labor hours plus 5,000
optional hours. In addition, the contract will allow for two (2)
12-month options for 25,300 basic and 5,000 optional hours each. SIC
No. 8748 applies; size standard of $5M in average annual receipts over
the last three years. RFP will be issued approximately 6/6/97 under
full and open competition. Proposals will be due thirty (30) days after
the RFP issuance date. The solicitation and amendments will be
available via the Internet World Wide Web at
http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to access the
solicitation and amendments via Internet. If you will be obtaining a
copy of the solicitation via Internet, it will be your responsibility
to frequently check the same site where the solicitation is posted for
any amendments. However, firms who do not have the capability to
obtain the solicitation from Internet, may submit a written request for
a diskette with the solicitation in WordPerfect 6.1 format from the
contact point at the address above; however, only those firms who do
NOT have the capability to obtain the solicitation from the Internet
should request diskettes. Diskettes will not be sent to those firms who
have Internet access. If you request a diskette of the solicitation,
you will receive amendments by mail, unless you notify us otherwise.
Telephone and fax requests will not be honored. Only one copy shall be
sent to a corporate entity, regardless of the number of requests from
one or more different geographic locations. A copy of the preliminary
source list will be issued to all prospective offerors along with the
solicitation. All responsible sources may submit a proposal which
