CONTRACT INFORMATION: A-E services are required for preparation of a RFP to design and build a Depot Plant Services Facility, Option 1 -- Serve on the review team for technical conformance of proposals. Option 2 -- Provide construction phase services for the depot plant services facility. This will be a firm fixed price contract. The contract is anticipated to be awarded in June 1997 and completed in November 1997. The estimated construction cost range is $10,000,000 to $20,000,000. This announcement is open to all firms regardless of size. 2. PROJECT INFORMATION: The selected firm will be required to perform the following services: Prepare a design and build RFP for a 8,600 sm depot plant services facility that consolidates repair and maintenance of industrial equipment and plant distribution systems, equipment and facility engineering support, installation, vehicle control, and the control and distribution of tools and tool kits in support of the F15, C130 and C141 aircraft. The solicitation package should encourage the use of governing national building codes and performance specifications to the maximum extent possible without sacrificing life safety or violating public law and executive orders. This project will require a Value Engineering study prior to proceeding with phase two design-build process. 3. SELECTION CRITERIA: See Note 24 for general A-E selection process. The selection criteria are listed below in descending order of importance (first by major criteria and then by each sub-criterion). CRITERIA A-F are primary. Criteria G thru I are secondary and will only be used as "tie-breakers" among technically equal firms. A. Specialized Experience and technical competence in (1) Preparation of requests for proposals (RFPs) for design and build contracts for industrial buildings. (2) Design of new industrial buildings. (3) Providing construction phase services. (4) Use of CADD and translation into Intergraph. (5) Use of MCACES cost estimating. B. Past performance on DOD and other contracts with respect to cost control, quality of work and compliance with performance schedules. C. Capacity to accomplish the work in the stated contract period and to provide at least two each of the following disciplines: architectural, structural, civil, electrical engineering, mechanical and at least one in the following: topo survey crew, industrial hygienist (asbestos), fire protection engineer. Please disregard the "to be utilized" statement at Block 4 of SF 255 and show the total strength of each discipline. D. Professional Qualifications of key management and professional staff members. The design team must include a Registered Fire Protection Engineer whose principle duties are fire protection engineering or a Registered Architect or Registered Engineer who is a full member in good standing of the Society of Fire Protection Engineers (SFPE). E. Knowledge of locality as it pertains in design and construction methods of projects in the geographic area of this contract. F. Demonstrated success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design. SECONDARY CRITERIA. G. Extent of participation of Small Business (SB) including (Women Owned Small Business (WOSB)), Small Disadvantaged Business (SDB), historically black colleges and universities, and minority institutions in the proposed team, measured as a percentage of the total estimated effort. H. Proximity to the project site. I. Volume of DOD contract awards in the last 12 months as described in Note 24. 4. SUBMISSION REQUIREMENTS: See Note 24 for general submission requirements.
