Security Command (INSCOM) intends to procure information technology
services for the INSCOM Database System (IDBS) located at Fort Belvoir,
VA. The anticipated IDIQ contract will have a base and four option
years. The objective of the IDBS contract is to develop, maintain,
enhance and sustain a totally integrated, fully operational, database
in a Microsoft (MS) Windows NT, client/server environment by applying
current software development methodologies, business rules,
decision-making processes and technologies. The IDBS shall enhance
information sharing by providing single-source authoritative data, data
integrity and timeliness, standardization of data elements and
reduction of data redundancy. The objective of the IDBS is to automate
functional areas critical to the INSCOM intelligence mission such as
resource management, personnel strength, manpower, budget processing,
finance and accounting, logistics, configuration management and quality
assurance. Under thiscontract, the contractor shall serve as the
primary software analyst, designer, modeler, developer, tester,
maintainer, sustainer and trainer working with the Government and other
contractors in support of the IDBS. The personnel performing under
contract shall have experience in a MS Windows NT environment using
current versions of MS SQL Server, MS Visual Basic, MS Visual C++, MS
Visual JAVA, Powersoft PowerBuilder, MS Structured Query Language
(SQL), Hypertext Markup Language (HTML), and MS Office Professional.
Additional experience using MS Front Page, Jetform Form Flow Designer
(Form Basic), Logic Works BPwin and ERwin is required. Contract
personnel must possess Top Secret, Special Background Investigation
(TS-SBI) clearances by contract award anticipated to be o/a August 29,
