The Wayne National Forest anticipates contracting for professional
engineering services to provide design services for the Dam at Lake
Vesuvius. The contract will involve all work to recommend and design
the complete rehabilitation of the Civilian Conservation Corps
sod-faced dam. The bridge site is located approximately 7 miles north
of Ironton, Lawrence County, Ohio via State Route 93 and County Route
29. The proposed contract time is 160 calendar days. The estimated
construction costs are between $1,000,000.00 and $5,000,000.00.
Potential contractors shall be evaluated on the following criteria: (1)
Professional qualifications necessary for satisfactory performance of
required services, including professional registration of the "Engineer
of Record" for this project in the State of Ohio (proof required prior
to contract award); (1)A Experience and qualifications of proposed key
personnel including specialized technical skills, project coordination
and management skills, and experience working together as a team; (1)B
Availability of additional contractor personnel or consultants to
support expansion or acceleration of the project; (2) Specialized
experience and technical competence in the type of work required,
including design and construction inspection experience in
rehabilitation of existing dams, roller compacted concrete (RCC) and
other hardening methods, geosynthetic materials in dams, and hydrologic
calculations by sophisticated computer modeling techniques; (2)A Volume
and nature of present workload as it relates to the ability to perform
the work required; (2)B Provide a list and brief description of any
RCC overtopping protection projects, or similar dam overtopping
protection systems completed in the recent past; (3) Capacity to
accomplish work in the required time and adequacy of facilities for
performance of the work, including Computer Aided Drafting equipment
and hydrologic computer modeling equipment; (4) Past performance on
contracts with Government agencies and private industry in terms of
cost control, quality of work, and compliance with performance
schedules; (5) Location in the general geographical area of the project
and knowledge of the locality of the project, provided that application
of this criterion leaves an appropriate number of qualified firms,
given the nature and size of the project (preferably having at least a
branch office in Ohio, West Virginia, or Kentucky); and (6)
Demonstrated success in prescribing the use of recovered materials and
achieving waste reduction and energy efficiency in facility design.
Responses received by June 30, 1997 will be considered for selection.
Firms desiring consideration shall submit a S.F. 254 and S.F. 255 to
the procuring office address in Item 7. This is not a Request for
Proposals. This project will be awarded under the Small Business
