Acquisition will consist of three phases. Phase I will require a evaluation of two computer software programs and submittal of a report detailing a comparison of JMASS function with previously-existing simulation capabilities with recommendations and priorities for any improvements. Phase II will consist of a tutorial book describing how to use the most current versions of software programs. Phase III will consist of additional tutorial books on procedures over and above those performed in Phase II. The approximate issue/response date will be 06 Jun 97. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition.
