R -- BROKER OF RECORD SERVICES SOL MLR-97-RFP-2250 DUE 062797 POC Contract Specialist, Ellen Towe, (314) 923-3022 (FAX) The Bi-State Development Agency of the Missouri-Metropolitan Area (Agency) is requesting proposals from qualified insurance brokers to provide Insurance Marketing and Construction Risk Management Services. The selected firm will provide Broker of Record Services required during the construction of the St. Clair County Extension of the MetroLink light rail system. The duration of this project is four (4) years and will consist of two (2) phases. Phase I (approximately 60 days) consists of a comprehensive preliminary risk analysis and feasibility study to determine which insurance approach, Owner Controlled Insurance Program (OCIP/Wrap-Up) or conventional construction insurance, will be most cost effective. Phase II (approximately 3 years 10 months) will consist of performing the tasks required for the insurance approach selected. An affirmative statement shall be included stating that each firm and all assigned key professional staff are properly licensed to practice in the States of Missouri and Illinois. The Agency has established a Disadvantaged Business Enterprise (DBE) participation goal of twenty, (20%) for this project. Only firms that have been certified by the Agency as DBE concerns at the time of award will be considered DBE participation. The firm must clearly state in its proposal how this goal will be achieved, identifying subcontractor DBE firms. Only firms that have been certified by the Agency as DBE concerns will be considered.
