The Bi-State Development Agency of the Missouri-Metropolitan Area (Agency) is requesting proposals from qualified firms of Certified Public Accounts to assist its Internal Audit Staff in performing third-party contract reviews of 17 Architect and Engineering (A&E) firms performing design activities for the MetroLink St. Clair County Extension project. The purpose of these audits is to establish acceptable overhead rates that these A&E firms may apply in billing the MetroLink Project. To meet the requirements for this Request for Proposals, the audits shall be performed in accordance with generally accepted auditing standards as set forth by the American Institute of Certified Public Accountants, the standards for financial audits as set forth in the US General Accounting Office's GOVERNMENT AUDITING STANDARDS, (1988), the provision of the Single Audit Act of 1984, and the provisions of US Office of Management and Budget (OMB) Circular A-128 AUDITS OF STATE AND LOCAL GOVERNMENTS. In addition, the audits must be performed employing cost principles of the FEDERAL ACQUISITION REGULATION AND COST ACCOUNTING STANDARDS, and an affirmative statement shall be included stating that each firm and all assigned key professional staff are properly licensed to practice in the States of Missouri and Illinois. The Agency has established a Disadvantaged Business Enterprise (DBE) participation goal of twenty-five (25%) for this project. Only firms that have been certified by the Agency as DBE concerns at the time of award will be considered for DBE participation. The firm must clearly state in its proposal how this goal will be achieved, identifying subcontractor DBE firms. Only firms that have been certified by the Agency as DBE concerns will be considered.
