The Bi-State Development Agency of the Missouri-Metropolitan Area (Agency) is requesting proposals from qualified firms to provide negotiation consulting services according to the Federal regulations in the Uniform Relocation and Real Property Assistance Act (49 CFR Part 24), as amended and according to the policy and procedures of the Federal Transit Administration (FTA) and the Agency. The Consultant will be responsible for assisting the Agency with negotiations with owners of property scheduled for acquisition due to the construction of the St. Clair County MetroLink Extension. Negotiations will involve the acquisitions (in fee simple); and the acquisition of permanent easements and temporary construction easements. The properties affected are located in the communities of East St. Louis, Washington Park, Fairview Heights, Swansea, Belleville and unincorporated St. Clair County. The duration of the project is one year. The Agency has established a Disadvantaged Business Enterprise (DBE) participation goal of twenty percent (20%) for this project. Only firms that have been certified by the Agency as DBE concerns at the time of award will be considered for DBE participation. The firm must clearly state in its proposal how this goal will be achieved, identifying subcontractor DBE firms. Only firms that have been certified by the Agency as DBE concerns will be considered.
