927-1139 The United States Customs Service (USCS) presently owns and
operates 136 X-ray systems to inspect cargo, mail and baggage at the
Ports of Entry throughout the contiguous United States, Puerto Rico,
Hawaii, the Bahamas and the Virgin Islands. Ten additional x-ray
systems purchased under a General Services Administration Schedule
Contract do not include optional equipment requirements unique to
Customs and must be modified to meet the minimum functional
requirements which satisfy the operational needs at the Ports of Entry.
All models of the systems were designed and manufactured by American
Science and Engineering (AS&E), Incorporated, using their patented
MICRO-DOSE Flying Spot Scanning Beam technology. AS&E is the sole
manufacturer of the resources to modify the systems as required. The
requirement will be processed under the authority of 10 USC 2304(c)(1),
only one responsible source and no other supplies or services will
satisfy agency requirements. The intended source is AS&E, 829 Middlesex
