The Marine Corps Systems Command (MARCORSYSCOM) is conducting a market research to collect information illustrating the technical and functional characteristics for the Infrared Laser Pointer (IRLP). The U. S. Marine Corps has a need to mark targets for aircraft during darkness to include the following requirements: (1) The Infrared Laser Pointer (IRLP) must be hand held, capable of projecting a beam 2,000 meters and visible only to personnel wearing Night Vision Goggles. (2) Provide a reflective spot from tactical vehicle coatings which is visible to air crew equipped with generation III Night Vision Goggles at 11.1 KM or 6 nautical miles. (3) Normal mission duration will be 72 hours during the hours of darkness. The system should be expected to illuminate targets for a minimum of two minutes per attack. Up to eight attacks per night should be supported. (4) This support should require only one set of batteries and must be powered by batteries currently in the supply system. (5) Environmental conditions, the unit should operate and be maintainable in all types of climate and terrain where Marines deploy in temperature extremes from -40 degrees to + 51.6 degrees Celsius. (6) Weigh less than one Kg in its operational configuration. (7) W ithstand immersion in salt water to a depth of not less than one meter for not less than one hour without performance degradation. (8) Withstand drops from a height of one meter onto a hard packed earth without system performance degradation. Interested companies are requested to submit capability statements, catalogs, or other published literature that describes the product and product capability (as a minimum) no later than 5 June 1997. Capability statements/product literature should address the following questions/concerns: (1) What portion(s) of the IRLP are commercial items? What portion(s) are Non-developmental Item(s) (NDI)? (2) Must the item be modified to meet requirements? If so, is your company willing to share design visibility and control with the government or arrange for licensing of other manufacturers? (3) How stable is the design of the equipment? Provide history and your preception of future stability prospects for each design. (4) How mature is the current design? What is your criteria for measuring the degree of maturity? (5) How long has the item been on the market? How many are currently in use and in what environment? What are the prospects for product longevity? How long will you support the item? (6) Are product descriptions used by other government activities or used in commercial transactions, including commercial specifications and standards available? (7) What are the standard packaging, handling, storage, and transportation practices regarding this item? (8) Are there any manufacturer test results or results from independent test organizations (e.g. safety) available which indicate this item has meet the minimum requirements as stated in the product description? (9) What is the reliability history of the product? In what environments? (e.g.mean time between failure, corrective maintenance actions). (10) What are the maintainability features of the design? (e.g. self-test features, accessibility, need for separate support equipment to verify failures, preventive maintenance needs, mean time between repair). (11) What are the existing maintenance, repair, and spare parts arrangement for the item? How are current customers supported? (12) Is your company able to support the item for the duration of the expected military use? (13) Can the item be maintained according to the conditions we have given you, or will special arrangements be required? If so, what are they? Is there a competitive market for contract repair and support of the item, or is repair and support restricted to a single source? (14) What is the average between model changes and practices of providing continued parts inventories, upgrades, or production for phased-out models? (15) Is the item covered by a warranty? What are the warranty provisions? If your product reaches the government through a prime contractor, will your warranty carry through? (16) Identify any commercial and/or military customers. (17) What training is needed to operate and maintain your product? What training sources are available to customers? (18) Is a technical manual available with the product? (19) Does the product involve hazardous materials? (20) Provide information that describes delivery schedules, cost estimates, and business size and status. This information shall be used to determine if the IRLP is a commercial or non-developmental item suitable to meet the technical and functional characteristics stated above.
